On April 27, 2026, the EEC Council approved uniform labeling rules for tea, coffee, cocoa, paints and varnishes, children’s toys and building materials in the EAEU countries. The decision provides for mutual recognition of Data Matrix marking codes applied according to EAEU standards, which allows the free movement and sale of goods between the countries of the Union without relabeling.
In Russia, mandatory labeling has already been introduced or is being introduced for most of these categories. Particular attention is paid to children’s toys, for which from September 1, 2026, a complete ban on the circulation of unmarked goods will come into force. Coffee and cocoa are subject to mandatory labeling from December 2025.
Sellers and manufacturers need to obtain UKEP, register in the «Honest Sign» system, conclude contracts with the CRPT, set up EDM, ensure the application of Data Matrix codes, choose equipment for printing labels and integrate the labeling system with accounting programs. It is also important to take into account the requirements of marketplaces.
For violation of the labeling rules, fines of up to 300,000 rubles are provided for legal entities and confiscation of products. For marketplaces, non-compliance leads to blocking of product cards.
The introduction of uniform labeling rules is aimed at creating a transparent market in the EAEU, increasing consumer confidence, developing competition and reducing counterfeit turnover. Manufacturers and sellers must adapt to new requirements and invest in technology.
